Well, Ben, I'll venture a guess on the rear drop-outs on that Cecil Walker. First, the derailleur hanger is a later add-on to something that was originally thought of as a path racer or equivalent. Second, the lovely hooks were, I'd suspect, for some kind of tie-down straps. Note the drilled eyes just where you'd want to locate a pannier carrier. And the rather beefy seat stays, where my limited knowledge would have expected "pencil" ones for the apparent vintage.

But, I could well be wrong. Pity about the hack-saw butchering at the seat cluster.
