I'm also puzzling over a Raleigh bicycle at the moment! :) If the frame is Reynolds tubing in my opinion this should put it towards the higher end of the Raleigh product line. First thing I would look for is the frame number and try to work out the year it was made. A couple of guides to help you work this out can be found:

If you manage to work out the year, I would try to find a catalogue from around the same period to work out the original spec. Some catalogues available online are here:

Hello CR-Members... a question about Raleigh... i get a old Raleigh, on the toptube is "RECORD" Tubing is Frame and Fork Reynolds 531.... colour silver-grey... chrome fork... is this in the line of Raleigh a high or low budget bike, because there are no parts on and i dont know how is to buildt up or is it such a easy low budget thats is no worst to rebuilt...
