This would appear to be a frame made in what was the Carlton factory in Worksop.  It is not quite a Team Pro, but almost as good and I would expect it to ride well - I had one and it did.

I never recommend spending time and money on a bike unless you know that you like riding it.  And what suits one person does not necessarily suit another.  What I would recommend is throwing it together with whatever parts you have and see whether you like riding it.  If you do, then build it up the way you want it.  The frame is good enough quality that it is worth preserving if it is not damaged and you like it.  Quite possibly the parts you have are original.
