BCD stands for "bolt circle diameter", you may, from time to time also hear it referred to as PCD. Basically, this is the diameter formed by the circle the crank bolt holes make. The modern standard for road is 130 bcd (campagnolo is 135), track is 144 bcd. Also, most on topic cranks will be 144 bcd with a few exceptions.
The 1/8 refers to the thickness of the ring. 1/8 is track standard, while 3/32 is road.
Take some time and look at Sheldon Brown's glossary. The man could out define anyone on here when it came to cycling terms and information.
