Chris,

Something else to note is the finish of that frame. As another lister pointed out to me, the fork ends and stay ends look odd. On every 531 Lejeune I have seen the ends are scalloped and not well filled in. These are filled in and they are not scalloped. The brake bridge is more nicely done than those of my Lejeunes. I would like to know if the steerer tube is 531 or Nervor. I have two CdM frames and a Pro; all of them have Nervor steerer tubes yet are marked all 531. The detail work on this frame to me is a step above what one usually finds on Lejeunes. I am guessing CyclArt cleaned up the frame, but I cannot see them altering the fork/stay ends.
