Sealed bearing hubs can be a little stiff if the bearings are new. It's smoothness you're looking for.
If they aren't smooth, the bearing will have a number on the side, like 6001RS. Any decent industrial supply should have the bearing in stock. Many decent hardware stores will carry some of the sizes. Don't bother with the expensive brands. The rated rpm works out to about 144 MPH, so the cheap ones will be just fine. Price examples - Last one I needed. Hardware store $30, MSC $17, industrial distributor $12 for the nice ones, $3.50 for the cheap ones. Getting them loose can be done, but when loose they will usually have some side-side play.
