Herse racing bikes quite frequently had the simpler Italian lugs and non Herse parts.

Check out for example this bike, with lots of chrome, it certainly wasn't a cheap bike at the time :

Note that this bike has external cables and Mafac hangers, the UK one has nice internal back brake cable and RH rollers. But paint, lining and chrome are much better than the white black no lining UK bike.

There are occasional examples of racers every bit as refined (lugwork, Herse parts, all internal cables) as the touring bikes, but this is very very  rare :

So the UK bike was a reasonably nice example of an RH racing bike, probably early 70s. A lot of racers would have asked for a Cinelli stem, Campagnolo cranks rather than RH parts , it's what they would have considered top of the range and desirable based on what the best Italian racing bikes of the time were equipped with.

So if you see a touring bike with non Herse parts, you can be pretty sure it's a cheaper model, not so true with a racing bike.
