Have you tried good old fashioned Chrome Polish? My can says "Chrome Polish No. 7", made by Borden(!) (find in auto parts stores) I always wax after the chrome polish to protect the surface. It seems once chrome is "spoiled" it becomes a higher maintenance item, must be kept cleaned and waxed.
