Apply a large load (either radial or lateral) to a
properly tensioned wheel and the same load to either a
bare rim or untensioned wheel. Which one fails first?
Loose spoke tension is not a reasonable precaution to
protect the rim... though collapsing rims may absorb
energy that would otherwise hurt the frame.
