Of the two, I'd say get the Ultima. Assuming that both are full set 531 double butted construction (not all Comps were), the Austro Daimler was a more esoteric brand but still well known in the 70s. Raleigh quality could be spotty. The Ultima was top dog of the AD line, whereas the Comp was 3rd or 4th down behind the Team, Pro and International. From the ones I dimly recall, the Ultima was constructed pretty well for the time, probably finished better than the Raleigh. Of course the best thing to do would be to see both of them, and check on which one is in better condition. Then buy the one you like! If the ding is small, I wouldn't worry about it.
