If the broken section doesn't extend into the bearing track, the cone
is still usable, but make sure the broken-off fragment isn't floating
around inside.

Record front hubs used 9 7/32" balls per size, one of the very few
exceptions to the nearly-universal practice of using 10 3/16". The
cheaper Nuovo Tipo hubs did use the 3/16 size.

Nope, that's probably where your clicking is coming from.
I'd suggest removing the race, cleaning and degreasing everything thoroughly, then re-setting the race with epoxy. This may not work, but you've got nothing to lose by trying.
