If you look at the fixed cup from the inside, you should be able to tell if it's left- or right-threaded from the few threads in the BB shell that are not covered by the cup.

To get the thing off, use the correct tool and a lot of penetrating oil, sprayed from the inside of the BB shell. This is one of the nastiest jobs in all of bicycling, but I think you know that by now...
