Tretubi would mean that the three main tubes are Columbus. Usually it's Tretubi XXX, where XXX is the tubing type like Aelle for instance. I have a early '80s Raymond Cloarec that has a tubing decal that says just that: Tretubi Aelle.

And yes you are correct this the cheaper tubing.
