Don't know if it fits the classic nature of this list (I would think so though) but also Yamaguchi made(makes) fillet brazed framesets (stems too).

I see you have already been answered by a few folk, and it it is true that all competent frame builders can do a filet brazed frame.. I always think of Ritchey when it comes to filet brazing as I was impressed by his bare naked frame sets at earlier Bike shows.. He had it down! Also former CR list member & builder Dave Tesch's last model to be made before he gave it up was

the S-22 which was full filet brazed..

As to who is currently practicing this method and prefers it, I must add to the list John Slawta, AKA Landshark bicycles, of which we at cycles de ORO

sell maybe two filet brazed frames per month. John has shifted almost entirely over to filet grazing after starting as a lugged bike maker.
