Steel cranks can and do break at the pedal eye. Bikes that have steel cotterless cranks are generally pretty cheap bikes and generally cheap bikes don't get ridden much (they wind up in the back of the garage with flat tires). If it doesn't get used, I guess it will never break, Joe ;)
