Mark, I would knock the lower cup and the crown race out and off, and rotate each part away from the other uneven amounts. Reassemble the headset with loose balls in the bottom race. This IMHO is a completely legitimate and reasonable fix that moves the most badly worn spots away from each other; I've used it many times.
