It is, in fact, a "cone."

I've always used a fairly large screwdriver wedged in place, then rotate the pedal and screwdriver together. It it's really recalcitrant, use two screwdrivers, one on each side. The pedal spindle should be securely held in place for this, ideally by being clamped in a vise by the wrench flats.

These are normal right-hand thread on both sides.
