You may have to scrape a bit of paint off the hanger face, if there is any.
It should just rotate (without torque) easily by hand. If there is side slop,
that can translate to sloppy shifting as the gear isn't rigid. The pivot
bolts vary some, if you had a pile to pick through, you might find one that
was perfect. That said, as long as it will move to get the wheel in and out,
use it as it is. From a shifting standpoint, you have about the most rigid
set up possible and that's good.
One difference you may find compared to more modern derailleurs, is that when
shifting, you have to move the lever a little too far and then bring it back
to centered on the gear. When you get that down, the shift will be almost
instantaneous and quiet.
