That would be the Universal mod.51 from 1951.

Universal mod.51 was the first Universal with a full rubber hood (the mod.50 had a half hood) and had the Universal logo cast in each side (later filled in with blue paint... molto sexy).

That looks to me to be the Universal mod.39 lever.
