The problem isn't with the cone, the problem is the threaded axle. The shock
loads are transmitted from the rim/tire through the bearings to the axle and
thence to the frame. The end of the cone just happens to be the point at
which the force gets transmitted to the axle. Radiusing the cone would help
if it was a flex problem in which the movement was within the elastic limit
of the axle. When an axle bends, it has gone past its elastic limit.
