This is correct. All the rear rivets go through and are peened on both
sides. In the front, only half the rivets go through and are peened on the
both sides; the other half are peened on the inside only and don't appear on
the outside. I'm thinking those rivets may be decorative only - there to
fill the holes in the hub body, but don't add any strength to the connection
to the flange. This may be because the rear needs more rivets, due to the
torque that only rear hubs get.

No, all the center shots are of the front hub. On the rear hub, you don't see the rivet heads alternating like that - they all look the same.
