How about the fact that many of these decals are original and in very short supply? How about the fact that the people owning them make a living by repainting/refinishing frames, and the decals are the details that can make or break a sale? How about every time they sell a decal set, that's one less full restoration they can do to put food on their family's dinner table?
How about the fact that many people (if they could) would order Bianchi decals, and stick them on a generic frame? How about the fact that many people would order 531 decals, and stick them on a gas-pipe frame?
How about people trying to a) protect their livelihoods, and b) protect their reputation, and c) protect the community against potential fraud?
