I've seen it done like this: you take what's supposed
to be the front brake and use it at the rear. (This I've
actually done.) Then you use the rear brake at the front
with one of those extended hex sleeve nuts. Those are
something like 22 or 23mm long and are normally used
with modern carbon fiber forks that have extended depth
crowns:
