There may be another explanation for the toe clip overlap on this tandem. It may be an optical illusion caused by the angle of the picture, but it looks like the forks are bent back slightly from the top. I have seen this many times, usually due either to chasing parked cars or being in to big of a hurry to get the car in the garage (aren't roof racks grand).
