Bryant, I saw this (as well) on a Japanese website some time back.... it's astoundingly clever and over the top VooDoo that they do! Looks like a flange from a 3-piece Campagnolo hub bolted via 5 pin to the mod 49 arm. The rings either have a machined spacer to accept the nipples or it is a totally milled & machined TA 6 pin adapter. I suppose milling the right side arm itself on the spider shoulder to accept 18 holes was a bit of craft.

If Dale created a "Funky French Frankenstein" vintage bicycle category for the Cirque it might be worth a try at replication.
