Depending on how you want it to feel, I'll pass along my experience. I think the bars flex a lot more than the stem. Steel bars in an alloy stem are stiffer than alloy bars in a steel stem by a LOT. The stiffest is obviously steel-steel, the flexyest, alloy-alloy. I would recommend caution with an alloy bar in a steel stem and the use of a brake. Hauling a bike up and down from speed with that combination stresses the bar and over time it may break.
