The leather of the B.17 is cut from a better part of the cow's hide than the B.15. Brooks describes the B.17's leather as "select butt".

Since the B.15 is cut from a lesser quality part of the hide, the leather can (not always) be thinner than on a B.17.

To clarify: Both would be cut from the same hide but the B.17 would be from the better part of the same hide.
