Subject: [CR]Reynolds decal peeling!

The Reynolds 531 decal is just starting to peel from the seattube of my Holdsworth. Any suggestions as to what to apply that won't destroy the decal or the paint. I have a bottle of LeTour Clearcoat from Branford Bike.
