I have gone a simpler route: I have downgraded my account from premium to regular. This means that I cannot accept credit card funded payments, but can accept paypal payments funded either by bank account or paypal balance. This type of account charges no fee whatsoever to receive such payments. You are also permitted to make whatever type of payment (including credit card) free of charge. I know of one seller in France who has set up two distinct paypal accounts, one for credit card payments and the other for the other types.
