Joe,
It would be a bit strange to mark the left side cup (i.e.
the adjustable one) to distinguish between Swiss and French
threading. This is because that cup is the same for both
types. The difference is in the fixed cup on the right side of
the bottom bracket which is left hand threadedfor the Swiss
style.
In my (sad) experience, those cups often have markings that
aren't so obvious - e.g. a "band" machined into the face of the
cup. If the Sugino cup is marked on the left side cup, it's
beyond being un-Sugino. It's patently silly.
