Personally, I don't think Campagnolo themselves were exporting their QR in the 1930s (actually what Campagnolo offered was the quick release AND the axle since you need both).

FB offered their hubs with nuts or Campagnolo QR. And FB stamped their hubs with Maino, Bianchi, Legnano, Atala, Willier, Ciclo Piave, Bob's Bikes(!), Pinarello, Simplex, Campagnolo among others.

The 1947 date for Campagnolo beginning to export its product is from their own literature (sometimes the literature is right, sometimes wrong).
