This looks like it has a fully aero seatpost(oval rather than round), but
who made it?
It also looks like it's held in place like a stem is, since there are no
external bolts etc showing

Try to find a typical "aero" frame of the 80s. Probably every major company
offered such a model with lugless frame, ovalized tubes, fast back seat
stays, shift lever bosses on tob of the down tube, etc.
Best would be a frame made by one of the high end japanese builders. IMHO
such a bike made by 3Rencho., Nagasawa,..., Zunow:
