It is true that the superlight bikes from the Tour you see in the 1960s Le Cycle once in a while all are TT bikes. Maybe also because in a road race, other factors are more important, and even if your bike is a pound heavier, you won't get dropped because of that slight disadvantage - the mental game is more important.
