Those are "Capella" lugs, the lugs designed and developed at Carlton to be their special look.. Then Raleigh bought Carlton and used the lugs on many models, more or less at random. Re: Raleigh workmanship... I hope folks are realistic about that, in that Raleigh was cranking out bikes as fast as they could, especially in the bike boom early 1970s, and many were... shall we say rough and sloppy? I know, I was selling them as fast as they came in those days. For instance, back in those days we had a special gizmo set up between storage shelves in the back room that we used on Grand Prixs, Super Courses, Competitions and Gran Sports to bend the rear stays straight so the left hand pedal wouldn't hit the left hand chain stays! We found a Pro with a brass filled hole in the down tube! The stories gone on and on. Raleigh was not much for workmanship under the paint... Of course the same could be said for the other large producers as well.
