Aaron,
It's sad in a way - I never encountered another quality
brakeset as difficult to center as the Universal 68s. I think
that accounted for the lasting appeal of center-pulls.
I _finally_ was able to do it when I got one of those tools
that grabs the loops of the caliper return spring. (The Park
OBW-3, for example, but I originally bought a similar tool made
from wire.) Anyway, take a look at this:

Before we got into the "thou shalt preserve" ethic, I used to file flats on the spring holding piece, so it could be adjusted easily with a thin wrench. Didn't have such tools back then. still don't. Fred's approach is more elegant...
