They are QR's, and they do work. Without the cable installed, it seems they will alway release, but with the cable tensioned, the lever will stop with the upper edge of the tab against the brake lever body, but pushing the top of the tab inward, the lever will move upward until the ridge near the bottom of the tab is against the lever body. Very clever design, really.
