Yes, the float is very useful. Brake will work just fine without the little nib indexing, of course. But is seems that every bike I owned with cp's - all bikes used, umpteenth hand - had that same condition of the short nib. I thought perhaps there was a different set up, one that indexed the hanger. Guess not. So ya gotta wonder what the value of the nib is if the factory wasn't concerned. +++++++++++++ I had a lovely translucent brown International of about that vintage ("Kahlua"). I never knew that the tendency for the cable hanger to rotate when the bolt was being tightened was a "bug." I always thought of it as a "feature" that flowed naturally from its design. Indeed it facilitated brake adjustment, once you got the hang of it. by letting the hanger angle vary so the shoes were at exactly the right angle, and the cable had exactly the proper sharp bend. The knurling I remember on the bolt head allowed you to use thumb and finger to hold it and prevent that rotation if you were a Real Man (?), but my memory is that applying the thumb to the hanger worked better.
