having messed about in photoshop with this picture, im going to put my $.02 in on these being TA ref:1500 "criterium" crankarms - the cottered/cotterless ones.

im basing this on my possibly faulty eyes seeing the following:

a) a slight cottered-crank-esque angular transition from the area around the spindle hole to the main arm portion, and the lack of a visible cotterpin

b) the contrasting spindle cap/dustcap, which matches with the plastic cap that would be found on ref:1500 cranks - the plastic would reflect light differently, and thus perhaps show up as a duller spot, rather than a lighter spot, which reflective chrome would do. also bigger than a cottered cranks spindle would be.

c) fairly clear fluting on the crankarm.

d) the date, which would predate the release of ta ref:1690 pro 5 vis crankarms in 1963, and mesh with the release date of the ref:1500 cranks, which was sometime around 1959 (im on the hunt for anything actually confirming their release date - i *know* they were available in 1962, as they were advertised then, and i seem to have misplaced the reference on which i have based the ~1959 date)

thats my thoughts...
