It's the hole in the derailleur mount portion of the dropout that says an older frame (or a dropout hanging around) to me. Vestigial for how many years?
But when did that disappear? 1967 or so it was there. This is a good one for Chuck's timeline.
This frame reminds me of a Schwinn Paramount, a bit rough, a bit flashy, chrome, decorative paint, workmanlike, Nervex lugs.
