Lots of dirt on inner ring for a "never used" bike. Looks lightly used, and from the questionable photos looks amazingly fresh.

Over the years I've known of people who sent there used Internationals in for $500 or more of paintwork on a restoration. This bike at $1,200 would be a comparative bargin. Heck, if 1" larger I might have lobbed a bid (I should be purging though rather than buying). I'd also wager that a truely new one (fresh out of the box with soft tires) would fetch close to 2K to the right buyer - i.e. someone who collects bikes, likes Raleighs for some borderline perverse reason, and for whom a Copper International was their fist serious bike (I'm describing myself).
