There are a couple of distributors that do carry these handlebars. Wilson Bicycle Sales on the west coast comes to mind (of course....), and I do believe Quality stocks one or the other. And dealers in Texas might want to give Hans Johnsen Co in Dallas a call. So with that info, any bike shop can order it relatively easily. Momovelo and Jitensha studio- both in Berkeley CA- regularly stock the noodle and dream bars. There are others like Centerport Cycles on Lawn Guyland, that might have a couple.
Quality has stocked the Pearl stem in the past but I'm not so sure nowadays.
The engraving on the noodle and dream bars are ornate like the old Cinelli style.

old-Cinelli-like elaborate crests, like Nitto 176 and 177, or do they have
