I've noticed that FedEx rates are higher now too!
Though it was a little more work, a less costly way I've found was to ship wheels & a few parts in one box, and frame & other parts in another box. This way with the frame less wheels, the box size was acceptable to USPS, and shipping a complete (partially disassembled) bike to Canada from SoCal only cost about $55! Try the Post Office....
