The final proposal that was submitted by NYC recently for the 2012 Olympics included plans for a new velodrome in the BRONX (a borough of NYC)! There wasn't much fanfare about this, it sort of came in under the radar. Came as a surprise to me as New York City had recently spent some big $ renovating the Kissena Velodrome in Queens (another borough of NYC) which all along was the velodrome site that was going to be used. The velodrome in the Bronx is going to be near Yankee stadium.
