Coincidentally, there was a big velodrome in that neighborhood back in the past. It was big enough that you can see a symbol (with the label "Velodrome") specified on antique NYC subway system maps. In fact, if you buy a lunch at one of the Subway sandwich shop franchises, take a look at the walls. The decorations are enlargements of old NYC subway system maps and you can see the symbol for the velodrome near one of the south Bronx stations.
