I've been out of the frame building/repairing business for quite some time, so I'm reluctant to offer a quote, but seat stay replacement is usually one of the more benign frame repairs. I suspect the largest portion of the cost would be (another) repaint of comparable quality. If more than just the seat stays are involved, then of course the prognosis is much more expensive.
