Being as I'm not Brian B, and therefore have every OTHER small Montelatici out there to compare to, I still think I'm pretty well qualified to answer this with only one to compare to.

The lugs are too short pointed and thick - not filed on Tom's mystery bike as thinly as mine are filed. The windows in the lugs are also differently shaped. They are long and thin on my Montelatici I'd say the windows in the Monte lugs are either like a stylized heart or or Egyptian papyrus flower on my bike and neat little doubled curved shapes on the others.

The brace between the rear chainstays just past the bottom bracket uses a different attachment. The mystery bike has diamonds, the Monte (at least mine) has a circular attachment much like the brake bridge attachment.

Les Himel has the other style of Montelatici found and I compared Tom's pics to his, since I've got Les' pics also.

The cutouts in the bottom bracket shell are very similar between all three bikes, which is one thing you might have thought similar. The chain stay attachment to the bottom bracket lug is different, with both Les' style and mine being very similar and pointy and the one on Tom's bike looking rather British. Both Monte's have pretty, curved, spoon shaped seat stay attachments to the seat lug, Tom's bike has flat stays.

Anything else?
