This seems to be one of the low-end 'price point' bikes produced with various names by Billato in the early 80's. Great Italian looks that were unfortunately not often accompanied by equivalent ride or workmanship. A great bike for a 'poseur' but rarely for a serious rider. The components were selected to permit a desired sales price.

As far as the Furlan name being in any way associated with Giorgio Furlan, I can guarantee this is not the case. I can also guarantee that Giorgio's father, who I met when I lived in Treviso, never raced at any higher level and most definitely not at the pro level.
