The 990 derailleur is pictured on pages 18 and 24 of Campagnolo catalogue n.18 bis which is dated 12-86.

I had a 980 which was almost identical to the 990; (I sold it on eBay.) The 980 derailleur was part of the the "equipaggiamento" (equipment) group (as per Campagnolo catalogue n.18 dated 12/85.)

There's your timeline answer; perhaps another list member can inform us as to what "teir" these derailleurs fall into............. If I had to guess, I would say they are inexpensive, lightweight, utility/replacement derailleurs.
