An aquaintaince of mine used to have one of those
bikes. He called it the work of "Wayne De Rosa" of
Las Vegas, who built frames between lounge gigs. It
was a club-racer level bike, Columbus Aelle and
various and sundry Ofmega/Universal/Campy Triomphe
parts.
