If you can imagine, fluxing, pinning the tubes and lugs together, heating up the joints on your backyard barbecure, and then adding filler rod to flow thru the joint, you have got a good idea of what is meant by using a forge to build a bicycle frame. (We are not talking drop forging here, it is another process entirely).
